Compute bottlenecks respond to engineering: build more fabs, design better chips, scale the data centres. Permission bottlenecks don't, because trust between a government and a lab can't be manufactured on a production line. The bottleneck shifted from a problem that money solves to a problem that money can't touch.
The tiered planet sketch is where this ends up. America gets Mythos, Sol, and Terra. Everyone else gets Luna and Sonnet. That's the nuclear playbook: the capability existed everywhere after 1945 but the permission existed almost nowhere, and the permission layer determined who got to use it more than the physics did. Sixty years later the same structure holds. If AI follows the same path, the models won't be the moat. The clearance will be, and clearance is allocated by politics, not by engineering.
